The goal of the workshop was
to raise informed discussion
on all aspects of the death
penalty, and the rationale,
socio – legal basis for the
campaign for its abolition,
and comparative benefits of
its abolition or restriction
to the most heinous crimes.
In this vein, the workshop
also discussed the mandatory
death penalty and its legal
implications in sentencing.
It is hoped that the
workshop formed critical
mass of informed network
among NGOs directed at
expanding the death penalty
discourse in Nigeria.
The workshop began with
opening remarks from;

The first session witnessed
the presentation of paper by
Mr. Ja’afaru Adamu’s (HURILAWS)
titled “Developments on the
road to abolition of death
penalty in Nigeria: A
balanced perspective”
followed by questions and
interventions from the
floor. Notable among the
interventions were those of
the Deputy Controller of
Prisons, Dr. Mrs. Regina
Akpan and Mr. C. Gbenga, a
lecturer and researcher on
the use of the death
penalty, Faculty of Law,
University of Lagos.
The second session resumed
after the tea break with the
concurrent presentation of
papers by Mr. N A Okoye (JDPC)
titled, “ Death Penalty and
the continuing role of the
judiciary” and Mr. Norrison
Quarkers (Olisa Agbakoba &
Associates) who also
delivered a paper titled, “
Pardon and the commutation
of the death penalty:
Judicial review of the
executive clemency”.
Questions and interventions
were received from the floor
with response from the
presenters.
The third session resumed
after lunch and was also
chaired by Mr. John
Oziegbe(PJ) with Mrs. Joyce
Oduah(Social Secretary, NBA,
Lagos Branch), Mr. Leonard
Opara (Lecturer, LASU)and
Yemi Babalola (This day) at
the panel. The four
presentations were made
simultaneously, followed by
interventions/questions from
the floor.
Closing remarks was made by
Adaobi Egboka (Mrs.) and
also a remark by Prof. Ayo
Atsenuwa, Chairman, Criminal
Code Reform Committee, Lagos
State and a lecturer,
Faculty of law, University
of Lagos
